Director of Human Resources
Salary and Benefits
$107,538-$124,233 on 2010-2011 (12-month basis) salary schedule. Benefits include pension supplement, fully paid hospital-surgical-medical, dental, optical, and hearing insurance for employee and dependents; term life insurance; short/long-term disability insurance and long term care for employee; 20 vacation days, 5 personal business days, sick leave, and holiday policies. Employees are part of the Michigan Public Schools Employees= Retirement System or may choose the Optional Retirement Plan offered through TIAA-CREF.
Duties and Responsibilities
The Director of Human Resources is responsible for all human resource and employee relations functions at Henry Ford Community College.
Qualifications
Academic Preparation
The Director of Human Resources must have an earned master=s degree in labor/industrial relations, human resources/personnel management, labor economics, or related field. Juris Doctorate degree preferred. All college degrees must be from regionally-accredited institutions of higher education.
Professional Experience
The Director of Human Resources must have a minimum of seven years experience, preferably in a community college setting, in human resource work; at least five years of that work at the supervisory level. Knowledge of labor relations law and practices. Significant experience preferably in the public sector with collective bargaining, contract negotiations, and contract administration; Considerable experience in human resource planning and development. Experience within benefits administration. Experience with integrated administrative software systems.
Personal Qualifications
The Director of Human Resources must be able to effectively lead the professional and support staff in meeting the needs of the College in the areas supervised; must exhibit the highest professional integrity; must have strong writing and speaking skills; must have a collaborative management style in order to work effectively in a shared governance environment; must be personable and have the ability to establish and maintain positive working relationships with College personnel and representatives of various external agencies; must be an innovative, energetic, strategic thinker; and must strive for the highest standards of personal and professional conduct. The Director of Human Resources must have the ability to work effectively with others in a diverse environment; be a proficient computer user; skilled in the use of word processing and spreadsheets, comfortable working in an e-mail environment, be an effective Internet searcher and be willing to be trained in new technology as the need arises.

Responsible for all human resource functions at Henry Ford Community College. Serves as a member of the President's Cabinet and offers advice and counsel concerning College-wide matters.

Specific Duties and Responsibilities (Essential Functions of the Job)
1. Serve as a member of the President’s Cabinet.
2. Assume primary responsibility for the administration and interpretation of all collective bargaining agreements and timely resolution of grievances.
3. Lead the College=s preparation for collective bargaining and may serve as chief negotiator and/or member of the Board of Trustees= bargaining team.
4. Plan and administer professional development programs to improve utilization of staff resources and to provide a climate of professional growth for all employees.
5. Conduct research relevant to human resources forecasting and staffing on both a short-range and long-range basis.
6. Participate in the College’s strategic and operational planning process at departmental and unit level.
7. Advise supervisors, employees, and employee representatives regarding personnel management policies, employee morale problems, and individual personnel problems with and recommend appropriate courses of action.
8. Develop, recommend, implement, and monitor an aggressive recruitment plan to enable the College to enhance staff diversity.
9. Direct the periodic review, revision, and general maintenance of position classifications, salary grades, and salary ranges.
10. Coordinate development and maintenance of job descriptions.
11. Supervise the College=s employment practices in accordance with College policies and bargaining agreements.
12. Serve as a member of the College’s Behavioral Intervention Team.
13. Maintain permanent employee files and records.
14. Maintain current knowledge of federal, state, and local laws that affect the personnel of the College.
15. Supervise the administration of employee benefits program.
16. Supervise the placement of all employees on the payroll.
17. Process, publish, and administer human resources policies relating to the College.
18. Participate in appropriate community and civic organizations.
19. Plan and conduct orientation programs for new employees.
20. Serve on all appropriate committees and commissions.
21. Attend all regular and special College Board of Trustee meetings and Dearborn Public School Board meetings as required.
22. Make reports to the Board of Trustees as assigned by the President.
23. Assist the President in special assignments.
24. Perform other duties assigned by the President.

SELECTION OF PERSONNEL: Resumes and credentials from all professional applicants for full-time positions are reviewed by a committee especially chosen for each opening. The Committee determines the applicants it will interview. The Committee then makes a recommendation to the appropriate chief administrative officer, who conducts additional interviews before making recommendations to the President. The President conducts further interviews before a recommendation is made to the Board of Trustees. This procedure often spans several weeks after the established application deadline.
