THE POSITION:
Multnomah County, in Portland, Oregon, is seeking an executive level senior human resources manager. The Deputy Human Resources Director (Labor Relations Director) is the county’s chief negotiator for labor contracts. The Deputy HR Director (LR Director) provides guidance and strategic direction to the Labor Relations section of Multnomah County, and serves as the Deputy Director for Central Human Resources; works with stakeholders and staff to ensure harmonious labor relations while balancing the interests of the County and its employees to ensure service excellence, and assists the County HR Director in directing and overseeing human resources services. The successful applicant will monitor changes in local, state, and federal regulations that impact the operations and management of Multnomah County; advise and make recommendations to the HR Director on proposed personnel policy or procedural changes; provide direction and supervision to labor relations staff; provide consulting services to Multnomah County managers and employees on a wide range of human resources and labor/employee relations issues.

THE COMMUNITY:
Multnomah County is located in the beautiful Pacific NW with the city of Portland serving as the County seat. THE COUNTY:
Multnomah County has approximately 4,500 employees. Chair Jeff Cogen and four Commissioners lead county government which consists of the County Auditor, District Attorney, Sheriff (all elected officials) and six service departments. The latter is comprised of Community Justice, Community Services, County Human Services, County Management, Libraries, and Health.

TO QUALIFY:
In order to meet the screening qualifications for this recruitment, applicants must have a combination of education and experience equivalent to that outlined below, plus any other listed screening qualifications. The following guidelines will be used in evaluating applications.

Experience: Ten (10) years of full-time progressively responsible professional experience in human resources with a large complex organization, including a minimum of five years in a senior supervisory/management capacity; must have detailed knowledge of all facets of HR management, with a focus in labor relations and all relevant federal, state of Oregon, and local laws. Experience working in a government/public sector setting is strongly preferred.

Education: Bachelor’s degree required in human resources management, business/public administration, social science, or a related field.
