Madison Area Technical College (MATC) is the technical and community college for the greater Madison area. It is dedicated to providing accessible, high quality instruction and technical experience to meet the needs of its students, community and area employers.

Founded in 1912 to teach vocational skills, today MATC is a nationally recognized community college. It is one of the largest of the Wisconsin Technical College System’s (WTCS) 16 colleges and serves approximately 44,000 individuals annually. It provides a comprehensive curriculum of technical, liberal arts and sciences, adult basic education and continuing education, as well as customized training for employers. The college awards associate degrees, technical diplomas and certificates and offers classes that transfer to four-year degree programs.

MATC serves parts of 12 counties located in beautiful southcentral Wisconsin. Its 10 college facilities are spread among five campuses. MATC’s main Madison campus is located in one of the top-ranked places to live in the U.S. It is easy to enjoy the Madison area’s lakes, rolling hills, year-round sports and recreation activities and diversity of entertainment, nightlife and culture. MATC’s regional campuses are located in the communities of Fort Atkinson, Portage, Reedsburg and Watertown. Position Summary:
This position reports to the Vice President of Strategic Advancement and works collaboratively with all areas of the college to meet District goals. The Human Resources Director maintains and enhances the organization’s human resources by planning, implementing, assessing and improving employee and labor relations and human resources policies, programs and practices. The Human Resources Director will represent MATC in all union relations, including contract negotiations, and will consult with MATC leadership on matters of policy and memoranda of understanding prior to and during the negotiation process. 

The Human Resources Director guides and manages the overall provision of Human Resources services, policies, and programs for the entire organization. The major areas directed are:

Essential Duties:
The following duties are typically expected of this position. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned.

Leadership: Fosters collaboration and provides dynamic leadership focused on delivering superior human resources activities, customer service and service excellence. Represents the college as the leader in all employee and labor relations, including contract negotiations.

Staffing:  Secures qualified employees for the college by developing and managing recruiting, orientation and placement process. Establishes and leads effective diversity recruiting practices to recruit and retain a diverse workforce.

Training and Development:  Develops and implements training and development initiatives to address current capabilities and future training needs, including on-the-job operational training, department special training, management development, new hire orientation and on boarding. Creates a workplace environment that supports continuous improvement.

Performance Management:  Plans, develops, implements and administers programs and guidelines to help align staff with the strategic goals of the college. Sustains a focus on high performance in all units of the college by designing and maintaining performance assessment and improvement systems.

Compensation and Benefits:  Sustains equitable compensation by designing and administering pay, incentive and bonus systems. 

Organizational Planning and Development:  Directs a process of organizational planning that evaluates structure, job design, and personnel resources for the college. Ensures optimal staffing levels. Directs a process of organizational development that addresses issues such as: succession planning, workforce development, key employee retention, organization design, workforce efficiency and change management.

Employee Relations:  Improves employee satisfaction by identifying and responding to concerns; developing morale-building systems. Manages Human Resources staff and outcomes by communicating job and process expectations; planning, monitoring and appraising results; coaching, counseling and disciplining employees; initiating, coordinating and enforcing systems, policies and procedures. Develops strong working relationships with management and staff, providing advice, guidance and coaching as needed.

Management:  Develops, directs, coordinates, supervises, and evaluates the programs, personnel, operations, and activities of all areas of responsibility to ensure their compliance with college policies, collective bargaining agreements and applicable laws.

Budgeting: Achieves financial objectives by forecasting requirements; preparing a budget; managing expectations.

Supervisory Responsibilities:  Directly supervises employees in the Human Resources Department. Carries out supervisory responsibilities in accordance with the organization’s policies and applicable laws. Responsibilities include: interviewing, hiring and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Knowledge, Abilities and Skills:

Key Competencies:
Successful MATC managers develop and exhibit a number of competencies that have been selected to support and align with AQIP (Academic Quality Improvement Program) guiding principles. Essential management competencies include: organizational strategy, resource management, communication, collaboration, college advocacy and professionalism.  

Qualifications:
1 (a). Master's degree in Human Resources, Management, Business Administration or a closely related field and six (6) years experience in human resources management, three (3) years of which must have been in a management position which includes experience with union management, contract negotiations and labor relations.

OR

1 (b). Bachelor’s degree from an accredited institution in Human Resources, Management, Business Administration or a closely related field and eight (8) years of progressively responsible experience in Human Resources, three (3) of which must be in a management position which includes experience with union management, contract negotiations and labor relations.

2. Career progression which demonstrates a commitment to the field of human resources, such as evidenced through attainment of a PHR or SPHR certification, experience at a senior management level in an educational or professional institution, or other similar experience in a closely related field.
